U.S. to Issue RFP for Construction of Parking for Stealth Fighters

The U.S. Army Corps of Engineers is expected to issue a request for proposals to build a 135,000-square-foot parking area for 14 F-22 Raptor jets in Hawaii. Pacific Business News reported that the estimated cost of the project is between $10 million and $15 million. The Army Corps of Engineers Honolulu District is currently conducting market research to identify potential contractors for the project.

The parking space will be located at Joint Base Pearl Harbor-Hickam and it will include various features such as an aircraft wash facility, an engine testing tunnel and a fire hydrant system. According to National Guard officials, this project is an important part of a complex $144 million infrastructure expansion deemed necessary for the high-tech stealth fighters. Similar F-22 related investments entail the development of a highly secured hangar which will be located in the vicinity of the parking apron.

In regional news, San Diego-based Tucker Sadler Architects will design DeBartolo’s $400 million Ka Makana Alii mixed-use center in West Oahu. DeBartolo Development’s plan in East Kapolei is to build an approximately 1.4-million-square-foot regional shopping mall. According to Pacific Business News, Hawaii DeBartolo LLC also chose Architects Hawaii Ltd. and Belt Collins Hawaii to be part of the designing phase.

The first part of the project includes the construction of a neighborhood center that will feature a grocery and a drugstore. This development will take about 20 out of the total of 67.7 acres of leased Hawaiian Homes land. It is expected to break ground later this year and should be finalized by 2014.

The second part of the project entails building a major department store, an entertainment center as well as hospitality, retail and office space. The construction of the Ka Makana Alii Center is slated to generate up to 20,000 jobs over four years. Upon completion, DeBartolo estimates the mall will create between 3,000 and 5,000 full-time jobs.
